It must extra sludge season, or there was a rare large ship needing the bridge open. The Coast Guard prohibits openings during rush hour, an exceptionally generous exception for any movable bridge. There can be early rush hour openings on 1 hour notice, that are supposed to be completed by 7:20 AM.
Every time the bridge closes safely, it should be taken as a blessing. In its current decrepit state, one day the bridge will not close properly and could go out of commission for a very long time.

Or maybe it just won't open properly and will be a treat for commuters. Worst case, it gets stuck half-way.

Portal bridge closing during peak travel time on the 7:18. Why would they open the portal bridge during rush hour? Clearly not enough Christie voters on this train.
