Old bags of mulch....still good?

I have several bags of cedar mulch in the garage that have been there for at least two years.  My garage floor does get wet during major rainstorms.  

Can I still use the mulch? If not, how can I get rid of them?

I would think they're still good.

 I have a large mulch disposal area in my yard, I would be happy to help you with your problem.    

What should I do if it is moldy when I open it?  Nature at work, right?
