Disabled Veteran's Parking Permit

This is different from the standard placard. It allows free parking anywhere.

You need to show a discharge certificate and statement of disability from the U.S. Veterans Administration. You also need to fill out the MVC form. These requirements are fulfilled.

Now for the problem. The veteran is 91 years old. He is not going to stand in the Sun for four hours to get in the MVC door. In order to avoid this, he could fill out the permissive affidavit and have someone go in his place to secure the Veteran's placard.  I am 77. I ain't gonna stand in the Sun for four hours, either.

If he finds someone willing to go, he has to find a Notary in Florham Park where he lives to notarize the affidavit that gives that person permission to transact the business.

Then, which MVC facility gives out the placards? They are not given out at the police stations as are the regular disabled placards. MVC does not answer the phones.

According to the NJ MVC website, these placards are available by mail.  That might be your best alternative.

  • "Placards are available at any MVC agency or by mail.
    • In person, submit proof of status and a completed, signed application (SP-47), or
    • By mail, send photocopy of proof of status and a completed, signed application (SP-47) to:
      • NJMVC
        Special Plates Unit
        P. O. Box 015
        Trenton, NJ 08666-015"

There are people who charge to stand in line for you .

The MVC says they discourage this, but are friendlier to the idea of a family member doing it.  Maybe a younger family member, or a teen looking to do a "good turn" for a veteran might be someone to do the line-standing.


under US federal and state anti discrimination laws, the MVC is legally required to reasonably accommodate disabilities.  By law, they must allow people who can't wait in lines to cut the line....but that will take a years long legal battle to enforce the law.  There is another specific law that pertains to MVC and civil rights, i don't remember the name of it...but its a joke...cheaper to hire a kid to stand in line for the day  than pay a lawyer...agencies like USDOJ and NJ DCR are just a waste of tax dollars.


MVC has its own internal civil rights enforcement...don't need a psychic to know how that goes...of course they find they did nothing wrong.
